Update Iraqi Laws

Helpful analysis from Juan Cole.

He puts major emphasis on the Provincial Elections as a prerequisite for increased security.  I hope that’s the case, but I’m not so sure.  The Kirkuk issue remains outstanding and could be a major flashpoint–Arab/Turkomen vs. Kurd.   And in the South the Sadr movement looks likely to win elections but the SIIC holds many positions in the government and security forces and likely would not voluntarily give up power.  Any hint of electoral malfeasance in the South could ignite the intra-Shia civil war many fear looming.
